Technical Memorandums (TM) are informal internal MPL publications
which provides the principal means of communicating information,
whenever the subject matter must be documented in writing. Technical
Memoranda usually cover day-to-day operations or short-range projects
that are of sufficient interest and importance to warrant publication.
